Dengan adanya ASB, maka plafon anggaran pada saat penyusunan PPAS (Prioritas Plafon Anggaran Sementara) telah berdasarkan output, tolok ukur, dan indikator kinerja yang diharapkan. Selain itu, dapat menentukan kewajaran biaya suatu pelaksanaan kegiatan dan meminimalisasi biaya-biaya yang kurang jelas. Dengan formula ASB, pembahasan anggaran pun menjadi lebih cepat.
Analisis Standar Belanja (ASB) adalah standar yang digunakan untuk menganalisis kewajaran beban kerja atau biaya setiap program atau kegiatan yang akan dilaksanakan oleh suatu satuan kerja dalam satu tahun anggaran.
Adapun manfaat dari ASB antara lain:
- Pemerintah Daerah dapat meminimalisir terjadinya pengeluaran yang kurang jelas yang menyebabkan inefisiensi anggaran.
- Menghindari tumpang tindih program dan anggaran antar unit kerja.
- Penentuan anggaran berdasarkan pada tolak ukur kinerja yang jelas.
Diharapkan dengan diimplementasikannya ASB, asas keadilan berbasarkan beban kinerja bisa lebih optimal dan diharapkan tidak ada lagi ketimpangan beban kinerja dengan anggaran
